block of flats built in 1987's with 99 year lease. Mum has 68 years left on the lease. Its not mortgaged but is providing an income for her now she has retired.

She did consider selling and we understand that buyers are likely to need 70+ years on the lease to get a mortgage

The freeholder has said they want£20k to go back to a 99 year lease. 1 Bed flat worth about £170k.

My questions is this all negotiable? or are then some set limits on costs/figures or guidance on this? ie is this a reasonable amount?

Sounds pretty expensive. Should be around £15k. She should do some calculations and make a counter offer.
