Are banks bothered about fraud?

I had an email today asking if I'd like to link my Barclays business account with my Paypal account.
Not a bad idea but rather than follow the link I signed into online banking to see if it was there, no.
So I use the online secure chat whilst signed in to ask if it was genuine.
What a bunch of idiots, 1st question, did I have a Paypal account!
If it is genuine why send it out in a email asking people to follow a link.
If it's not why not give me a spoof@ type email so they look into it.
