Opening a Barclays partnership account....

I am half of a partnership that owns an established business with assets.
We are trying to open a partnership bank account with Barclays but they are insisting that both partners attend the account opening meeting and the other partner cannot be there. The individual in question works away during the week.
Our solicitors office is next to the bank branch and they can provide certified copies of ID etc, terms and conditions can be sent, read, signed and returned. But Barclays is having none of it.
The Barclays bloke said, “can’t you make it a limited company?” as if turning an established partnership into a company is the work of five minutes.
Is this normal or have we encountered a twit at the bank?
