Late payment charge

I'm a member of a club and their subs for 2019 are now due. Normally I send them a cheque by return but this year they've really pi55ed me off with a line in the letter that says "you will incur a £15 late subscription charge if not received by end of January". Can they do this, it really has annoyed me. I always attend the AGM and this wasn't mentioned at any meeting so I can't see how the "HonSec" can just impose this as he wishes.

It's not unusual with in-house club rules that the exec committee, or board of trustees, or whatever they're called, have powers to introduce rules during the current year, implement them and have them ratified retrospectively at the next available general meeting of members. The only risk they run is that they might have to reverse if the members don't ratify.
