Government Support for Mortgage Interest Loan

In April I began to claim Contribution Based JSA due to being put out of work.
This has now ended as the maximum period of 182 days has been reached and I am now awaiting a decision from the DWP for an application to move to Income Based JSA.
Looking at the money advice line on interest support you have to a) be out of work and b) be in receipt of income based JSA. They state also that there is a 39 week waiting period "from the time you claim SMI to the time you receive your firat payment".
I am reading this that a) the 39 week clock wouldnt have started ticking from the start of my Contribution Based JSA claim in April and b) if I put in a claim now I wont qualify for any money for 39 weeks from the time my Income Based JSA begins. Is that right as its seems very unfair?
Will they not take into account the first 6 month period on contribution based JSA when I was still out of work?
The jobcentre advisor told me nothing about starting my claim from Day 1 of claiming JSA back in April (if indeed thats when I should really have got my claim in from).
Confused. If anybody has any experience of this or could pm me that would be great.
