making TAX digital VAT question deadline.

ok so we know it's coming 1st April and we need to keep digital records and up load via software.
But the GOV help desk is too busy to take calls, seems that way every day so it cuts you off !!!
my question:
can I submit my 01-01-2019 to 31-03-19 VAT return manually ? after the 1st ?
It's not clear and I have had 50/50 answers so far.
Issue is if I sign up now to MTD I cannot submit the old way once signed up.
