Class X vs Class A 'inclusive'

What is the difference between Legg Mason’s Japan Equity Class X and their Japan Equity Inclusive Class A? The performance and other features look very similar, and I can’t see anything in the descriptions on various sites that indicate what the difference is.

Possibly charges and minimum investment amount?

So it seems one is inclusive, with commissions rebated to the customer, and the other is unbundled with no commission rebate but a lower fee.

HL's net fee for both is the same - does that essentially make them the same fund? The holdings, total value etc are all the same.
