Can a replacement debit/credit card letter ( from when you get a new card) from my bank be used as proof of addressee like a bank statement?

Depends who is asking!
I would expect them to want an actual statement, tbh....but each institution could really choose what it will accept.

Most banks would accept:
Valid UK driving license
Recent utility bill (gas, electricity, water or landline phone)
Council tax bill
Recent credit card or bank statement
Recent Building Society or Credit Union statement
Tenancy agreement
