VAT Qualifying/Exporting outside the EU.

Hi guys,
I'm interested in purchasing a USED car from the UK for export outside the EU.
I've tried reading and re-reading the HMRC website but I can't understand how exactly I claim the VAT back or how it's calculated? I assumed the dealer (main dealer and the car is an ex company fleet car of their own) would be able to zero rate the car and ship it to me (therefore getting the proof of export they need etc). Is that correct? Or would I need to pay the full price and claim back the VAT myself? If so how?
