Making a CGT payment to HMRC - any quick way to do it?

I owe some CGT for the 18/19 tax year. I logged onto the Government Gateway as I assumed I'd have to complete a Self Assessment form.
I am registered for SA, but haven't had to make a return for 10 years. I phoned them to try to get this year's return added, but they don't seem to know how. It's quite a comical system - the first person I spoke to couldn't help so referred me to a 'fully qualified' member of staff. They couldn't help either, so referred me to an 'expert' who still didn't know what was going on with my account.
There is an option on the website to make a payment. I know how much tax is due, so I could do this but I assume a penalty will still be payable if I can't submit a return.
To be honest, I'd rather pay a penalty than have to deal with HMRC any more at the moment, but I'd at least like to minimise the amount!
