Looking to start SIPP pension at age 40
Please could you what would be the good sipp provider.
Looking to buy low cost funds and shares if possible later
would be putting £1k every month in SIPP that the plan.
I have see HL which are charging 0.45%
any other platforms which are good and charge less and good service.
I have heard vanuguard coming up next year.

If you want to invest in Vanguard now, you can simply open an ii SIPP account (link below) and buy the Vanguard fund without having to wait for Vanguard to publicly open their SIPP account. The ii basic plan is £10 a month which is pretty cheap + the standard fund fee on top. Another huge benefit is the availability/wider choice of other investment funds and shares too (which you are seeking), so you ain't restricted to only Vanguard funds if you only had a Vanguard account.

Vanguard are certainly a decent low-cost provider.
Another option would be to check the IM sticky (sponsoring the forum) thread - also low cost, very transparent charges & a decent bunch of people too. We used them to start SIPPs for our youngsters (in twenties) plus MrsMikeIOW, plus a couple of PH Equity ISAs (so my 'interest' in them is as an investor).
Within the monster thread there were some (positive) comparisons of the IM index options (& others) with Vanguard....plus you have someone to speak with about finance topics (Vanguard leaves you making all the decisions in isolation)

I previously had a SIPP with HL but later transferred back to my employer pension and merged after I changed jobs as didn't want the hassle of managing myself and HL isnt the cheapest. Yes HL have all the bells and whistles and a great website/cust service but it's a bit overkill for me as I won't use it so just my 2 pence.

OP - If this is of interest then get in touch. If you want to manage your portfolio yourself have a look at Fidelity through Cavendish Online, which is 0.25% plus fund costs.
You would need just shy of £50k invested before ii became more cost effective and HL is nearly twice the price than using Cavendish/Fidelity.

Loads of cheap providers. If you want “free” pens and fat rich people telling you which funds will earn them the most commission, go HL. They have a pretty interface and never waste an opportunity to tell you about their other products.
Or, look at AJ Bell (you invest), Charles Stanley Direct et al, and decide which you like the look of. For a low fee you won’t get fancy glossy newsletters.

I'm currently with HL and looking to move my SIPP, trouble is I have quite a bit invested in the AIM market, being a casino, I wouldn't want to sell those be out of the market, while I transfer into the new provider, potentially missing out on a share price spike.
Does anyone know if I can transfer part of a SIPP ie the much larger portion invested in funds / IT's and leave the gambling chips in HL where at the lower amount their commission structure wouldn't be too bad ?

I think that "...and has decent customer service" is worth adding to your list of criteria....
I like Charles Stanley Direct. They are reasonable on cost, but seem to have excellent customer service. Whenever I've needed to speak with them (not all questions are answerable through FAQs etc) I have been impressed with the knowledge and approach of their front-line staff. FWIW I used to run an investment businesses with a large retail client base and contact centre, so I have a professional understanding of what good looks like.

As WindyCommon rightly points out, you should consider other factors which are important to you e.g. clued up customer service, access to phone app to view your account / to deal, etc..
While you are in the MSE link, I would recommend checking out the MSE (Pension & saving) forums as there are a couple of decent contributors / IFA's who openly assist DIY investor investment queries and (imo) provide a balanced response + highlighting other issues to consider too.
