If I make a purchase in an overseas online web store now, what exchange rate is used? Is it the latest exchange rate at market’s close today, or is it the rate at which the market opens tomorrow morning?

How much is the item? Unless it’s a very expensive purchase (seems unlikely) any overnight changes in exchange rate will be largely immaterial?

In answer to your question, banks will convert at the prevailing day’s close AFAIK.
