Community Infrastructure Levy

Can anyone explain the CIL to me please? The local levy is £154/m2, and so for a house with 120m2 of floor space (60m2 on each floor), the total bill will be over £18k! If I sell the building plot, with planning, who pays? The builder or the seller?

Payment of the levy is due as soon as the development commences. Liability falls on the existing landowner (unless someone else has given the local authority a commitment to pay it).

As a special bonus, some developments attract both Community Infrastructure Levy and the Affordable Housing charge...
