Pin letter scams

Just had a RBS pin letter come through and a new card on it way. I’m not with RBS and never have been, is this a common thing, how does a scam like this work?

I'd call RBS (google the number). It's possible someone has opened a bank account in your name and meant to intercept that letter and the card. Does the letter look genuine.

Letter looks poor on close inspection, rbs address is wrong too, I called them and they said to call back if I receive a card, because it will have more details on it.
