Apparently rates are beginning to rise, having been in the doldrums for many years.

Are we getting anywhere near the point when it might be a reasonable step to take out an annuity from all or part of a SIPP?

Not from a financial return point of view. They still have their place for covering off essential costs if your total capital isn't enough to absorb losses but the rates have a long way to go before they look even half decent value.
