Self Assessment Noob Help

Hello all,
My Mrs new (ish) job involves her travelling a lot in her car, she receives a car allowance and is paid £0.13 per mile for fuel.
She has submitted a self assessment form to claim the additional tax relief on her mileage, and has had a letter back from HMRC, changing her tax code by the amount claimed (around £1800) for the tax year April 22 to 23.
Does this mean she is not going to receive a rebate, and the £1800 she is owed will be paid to her in reduced tax over the course of this 2022-2023 period?
That’s how I am interpreting the letter. However she says her salary has only changed this year by about £2 per month.
I wasn’t involved in the process, I’m only hearing about it now, as she is was expecting a rebate but has not had one.
I have never had to submit a self assessment myself or claim tax relief from HMRC so I’m next to no help.

Back of a fag packet calculations then, assuming she's a basic rate taxpayer, she should get £360 back (20% of £1,800). However £2/month is £24 a year.
Have you taken the 1.25% NI increase in April into account? Again using "back of fag packet" if she's on £35k or more then the increase in NI will have offset the increased tax free allowance.
