For a whole host of reasons but most importantly:
The lot size of each contract is £100k
There are regulatory restrictions with selling complex financial instruments to lay investors (without the supervisory/compliance function a broker provides)
You can get exposure to these same instruments via a ETF or bond portfolio investment via existing platforms so no need

(1) Loads of people are looking to invest £100K.
(2) Government debt isnt complex.
(3) The Americans have been doing it for decades (patriotism & 401k).
(4) Middle men need paying.
