PayPal/Amex/Shopify - incorrect £ authorisation

Odd one this…
Twice in the past couple of days I’ve tried buying things online using my Amex via PayPal.
On both occasions Amex has come up with their usual Safekey one-time-pass window but it shows a different approval value (approx 15-20% higher) than the actual transaction value. Have cancelled on both occasions and paid directly on the sites, using a MasterCard, for which the secondary authorisation amount has been the same.
In both cases I think the sites, both reputable ones, have been using the same processing software (definitely shopify for the second one) that has shown the correct value.
When it happened the first time I assumed it was a one off glitch, but now not so sure. Obviously I don’t know what value would have been debited from the card if the transaction had gone through.
