Appeal Council Tax band due to "local area changing"
Discussion
I suggest you have a read of Martin Lewis’ advice regarding challenging council tax banding if you haven’t already done so - https://www.moneysavingexpert.com/reclaim/council-...
He recently devoted an episode of his weekly podcast to this subject also.

Yea… it’s unlikely to get your council tax decreased. But it is likely you’ll be the cause of getting all your neighbours council tax increased…

I wouldn’t want them to know you’re the cause.

That would be hilarious if you didn't get on with your neighbours.

Edit. Off to check if I can shaft my nob head neighbours.
In practice, you can just apply for a review. They might push back on the six month thing but just say that you think there is an error that needs to be corrected. My property is band H and I think it should be band G, so I requested a review despite moving in seven years ago.
They accepted that a review should be carried out but it has now been 12 months (out of 60 working days).
