It's an easy way to tax "ordinary working people" by making landlords pay, then pass the cost to tenants.

Edited to add, probably a big increase to NLW to put "more money in people's pockets", increase the price of everything and make running a business even harder.

A former schoolfriend of mine - self-made millionaire dad, white Rolls etc - went to Cambridge and came out a raving leftie. The only problem is that he has three rental properties, so in the eyes of his government he's now an evil landlord exploiting the poor. I haven't heard from him for some time, presumably still wrestling the contradiction.


Budget forecast: Take 100 in tax, hand back 10 in sweeties - but only mention the sweetie part, and say 'Difficult choices' a lot. Also 'Committed to' is a good way to do nothing whilst seeming sympathetic.
