When is the next VAT rise scheduled for?

Hi,

was along at a car dealership today looking over a few deals, the saleman mentioned that the current VAT rate is set to rise to 17.5% towards the end of the year. He said that its now scheduled for 1st December 2009, instead of being previously 31st December 2009 - is this correct?
