Section 20 Notice - Cost to residents

The block of flats that I live in is about to have some work done, cost will be around 8k.

We have been advised by the managing agents that, because the cost is over a certain amount (I think 5K) They will have to fill out a Section 20 Notice to release the funds..

He has just advised us that there will be an "admin fee" of £45.00 per flat for dealing with these notices.

Should this not be divided across all the flats, or is this a legitimate charge?
