Whenever doing a survey of a building that has been empty for some while you find that the traps are dry and the place can be a bit pongy.
It is good practice with an empty building to shut off the water, and indeed it is usually an empty buildings insurance requirement. Unless the cistern still has water in it there is not much you can do.
