Been planning a small extension for some time. Only 3 Sq Metres on each of 2 floors but it will greatly improve the useful space in what is (and was built as) a dormer bungalow.
Sure to be OK for permitted Development I thought.... But the council have other ideas and say that because my garage is within 5 metres of the house the volume of the extension must be added to the volume of the garage and that will exceed 70 cubic metres!
Seems to me that most ordinary houses have their garage within 5 metres with a displacement of around 50 cubic metres so there is very little left for 'permitted development.'
AFIK my garage was built at the same time as the house around 1954.
Have I missed something here?

The only volume issue nowadays is converting lofts with dormers.
Have a look on the planning portal website. It should give you all the answers you need.
If its a single storey rear extension on a detached property you can go out 4 metres as long as you keep the height under 4 metres - in principle.
If its a semi then its 3 metres!!!
From what I understand you are talking 2 storeys, so yes that will need planning!
A lot of people have been confused over these new PD rights thinking if you apply you will be refused.
The answer is NO not neccessarily so. It just means that if you now go over what you are allowed to have under PD then you need an application.

Thanks lads. Typical L shaped detached dormer bungalow, imagine a triangular 'fillet' in the crook of the L.
Ground and first floor with a Norfolk hipped roof tied in to the existing ridge. Therfore the length and breadth of the building is unchanged. The triangular fillet is 2.5metres both sides so 3.1 Sq. M.
on each floor.
The extra space gives us a bigger hall and landing but more importantly a proper stair flight. Currently it is steep and narrow.

If you post up sketches , you will also need to measure from the boundary to the side elevation as this is a determining factor for a 2 storey extension under PD.

I can only think the planner you are in talks with has been asleep 3 years , quite possible , or is considering it is solely a roof extension,
as Herbialfa says , this is about the only part of PD that is controlled by volume nowadays
