Extending our "plot"

Our garden backs onto a small (8 houses) access road that is not yet absorbed by the council, there is a garage at the bottom of the garden (built 15yrs ago) and the owners before us have been parking on a strip of gravel (25X40ft) for 30years, the same strip has been tarmaced by some neighbours, others have left it to grow over, ours is "half way" mix of weedy gravel due to the parking.

However its not part of the house plot according to the deeds (the garage is on our plot but the gravel access isn't, its not owned by the council (confirmed by them) or of any interest to the housing developers apparently.

I'd like to concrete or tarmac it for ease of parking and so it looks nicer (currently looks abit IMO) but don't want to do that until its "mine" any ideas how I can go about absorbing it into my plot? (I do not know who it belongs to except that they haven't used it for more than 30yrs)

Cheers, have searched and scrolled through weeks of threads, read several... nothing jumps out, you don't remeber the thread title by any chance?
