Conservation areas and planning permission - advice please

Does anyone have experience with this that might be able to give me a view before I ring the muppets at the council.
I own a victorian terrace house in a conservation area in East London. The front 'garden' is just a square of concrete, where as the majority in the road have a wall / railings. As a result the front of my house looks rather run down and unloved, and my rubbish and recycling bins get blown all over the street whenever its windy.
I'd like to rebuild the wall to match the existing style of the remainder of the street. I think under normal circumstances as its within a few metres of the house I wouldn't need permission, but what is required in a conservation area?
