Noise before 8am?

When I used to work on residential properties we would have to wait until 9am for noisy works.
The working day starts at 9am for most people, so they are all at work. If people are still in bed (work nights etc) then tough luck, you still need to get your work done.
Commercial work was different, I remember using very loud air tools (plus compressor) at 4am working on the Westfield shopping centre shortly after it opened in a bid to get the place finished.

I'm not sure if there are specific hours set down in law, but council environmental teams have 'policies', e.g. this seems typical in London:-

Building sites
The Enforcement Response team control the working hours of building sites and building contractors where noisy activities are taking place. We try to ensure that noisy building work is restricted to the following hours:
Monday to Friday: 8am - 6pm
Saturday: 8am - 1pm
Noisy building work should not take place on Sundays or Bank holidays
Builders that undertake noisy work outside of these hours may be liable for prosecution and a fine of up to £5,000 where a notice has been previously served under the Control of Pollution Act 1974.
These restrictions do not apply to emergency domestic or road works such as power failures/gas leaks/water leaks etc.
DIY works
The Enforcement Response Team will give special consideration to DIY noise and may permit DIY activities to take place beyond the contractor’s hours outlined above.
Larger DIY projects requiring more time to complete will need to be carried out during normal Building Contractor allowed hours.
It is also advisable to let neighbours know when you are about to carry out noisy DIY work.

It always seems to me that whenever I am having a lie in every bloke in the road decides to cut lawn or fire up the power tools! Currently I am worried about the neighbours reaction to the car I have just placed a deposit on! It's pretty loud at start-up/tickover!..Early pre-dawn getaways could lead to a lynching!?..
Personally, I always try and limit noise (washing machine/power tools/loud music) between 10pm and 8am. Weekends maybe midnight and 10am. I think those timings give the average person some reasonable quiet respite. People who regularly make noise outside of these times through the night get asked politely to desist. Luckily I live in a quiet semi rural area

Builders have these restrictions because the work isnt vital. On the railway, depending on what were using, we make a massive amount of noise. Not a problem until its near houses, sometimes pretty much in their back garden.
If its through the night, we try and be as quiet as we can, but still have a lot of complaints. Sometimes they even come outside to shoo us away. Nothing they can do by the looks of things.
This is because the work is urgent to the rail infrastructure. I'd imagine that you'd have trouble arguing why its necessary to be drilling before 8am.

Something new is the dawn raid recycling. All the bottles are collected at 6.50am in my road. One bin is dragged up the street and they dump the bottles from each house into it. Smash! Jangle! Jangle! Jangle! Smash! Crash! Jangle! Jangle! Jangle! for 5 minutes. Yes, I'm awake now!
