Need to cut awkward template from vinyl. Ideas?

Mods, please move if the wrong forum.
I'm trying to make a template to paint the trim on my '57 Plymouth. The idea is that the dots are gold, the rest is polished ally. I've drawn the templates for the various parts in DXF. but the problem is that I can't find anyone who can cut it.
My local sign place can't get the dots as small as I need (1.5mm), the only laser cutting place I found can't do vinyl, and my son's DT shop tried their water cutter with no success.
Any ideas? As you'll see from the pic I'm trying to hand cut it on masking film but it's a killer!
