Flakey External Paint?

We bought a house last year which someone decided to paint a horrendous yellow colour, I am going to reprint it this year and have purchased numerous tins of Sandtex paint in a much more 'pleasing' colour.
However there are a few areas where the yellow has 'blown' or 'flaked' off which I will obviously scrape back and loosen up before applying new paint. However if this was internal I would be wanting to fill the defect areas with a thin skim or polyfilla type material which I could then sand down so that when painted there wasn't an obvious change in depth.
What do people reccomend doing as this is external - is there a 'filler' type product I can smooth into the affected areas so that when painted it looks all nice and even???
