Garage - Paint or line?

Looking for some thoughts.
I'm getting a garage rebuilt - detached, 6m x 13m.

The current garage which is coming down is part block, part concrete sectional with metal sheet roof. Inside it is lined with OSB on frames, infilled with fibreglass insulation. The ceiling is also OSB clad with fibreglass, between the roof joists. Front double door is solid wood. It did look quite good, although round the edges starting to look scruffy and obvious signs of damp eating away at the lining. I suspect it's been built and extended over time, probably with an eye to cost.

Long story short, a tree fell on the existing one and it's got to be rebuilt. Now I'm stripping it out for demolishing, I'm starting to wonder what the point is in re-lining and insulating it. It's a huge area to do.
This time a proper tiled roof is going on, and all the walls are single skin block with piers. The door is being replaced with a wide sectional one, which due to its size is insulated anyway. I gather this is mostly for structural rigidity though. Its fitted with rubber seals all the way round.

I don't plan to heat it but will use it as car storage / workshop / gym / cave etc.

My thoughts are to paint it a light colour, put up some board mostly for using to hang things on. Maybe some flooring between the roof joists for storing stuff up there and for electrics to be surface mounted in suitable containment.

I want it to be dry, free from drafts and generally comfortable to be in. There will be ample lights and electrics in there but I'm struggling to see what benefit lining it all out again will be. I'd rather spend the money on racedeck floor tiling or similar and fitting out with decent stainless steel workbenches.

Thoughts and advice??

If the roof isn't insulated I wouldn't bother insulating the walls.

The previous owner of our house plastered the garage walls and ceiling and put down a tiled floor. However, there's only a token amount of insulation in the ceiling and the single skin up and over doors have big gaps around them. It maybe looks a little nicer but doesn't really serve any other purpose (apart from making me feel a little bad for running trunking on the surface when adding additional sockets).

The tiled floor is great though, well worth the effort/expense.
