Kart track - planning regs?

If it involves 'development' as defined in planning law, then it requires permission unless is falls within 'permitted development' rights - i.e. stuff that is 'development' but which is basically automatically consented.
I struggle to see how the earthworks, tarmac laying etc required to construct a karting track wouldn't amount to development. And I'm not aware of anything in PD rights that would get you off the hook.
It's also probably a material change of use, which itself would require consent.
How close are your neighbours? Will they be able to hear the karts? If so, the likelihood of enforcement is higher, in the event you decided to JFDI.

Sorry, I should have said that I would not be looking to dodge planning, just wonder what it involves. TBH it's a pipe dream, but there is more than enough room and it would be fun.
In terms of Planning, you're allowed to do what you like in your own garden, provided it is a reasonable activity 'incidental to the enjoyment of the dwelling', as the jargon goes.
Unfortunately, there is environmental health and 'nuisance' legislation that is quite separate from tthe Planning system.
So you might well be able to build yourself a kart track, but if you annoy any neighbours (or passers by) with the noise, you'll find yourself ASBO'd before you know it.

It does sound like a rather extravagant way of losing a lot of money though. Much cheaper to just go karting at a track. Also, the novelty will wear off eventually and then what?
