Converting shower room into utility room?

Evening all,
Buying a house and an idea I have is to convert the current downstairs shower room with toilet and sink into a utility room for a washing machine, some cabinets/worktop, muddy boots, coats etc.
I’ve no issue with a bit of DIY and some tradesman help on the electrics / plumbing, but does anyone know if I need to get the council / building regs / anything like that involved?

I get your point, but the place has enough already! Family bathroom and a bedroom ensuite upstairs, plus a small downstairs toilet. This fourth one is just not needed - I think the current people created this layout due to having lodgers / elderly relatives living with them. Shame though, it’s quite new. I’ll scavenge the bits for somewhere else.
The whole place needs a bit of remodelling. Nowhere to store coats / shoes, yet four crappers is on my list of ‘things that need thinking about’

I do believe this is controllable works and a building regs application would be required. I'd probably just ask your LA if they would want an application.
Depending on how strict you are with paperwork etc for future house sales etc, i wouldn't bother telling the LA. (Personal opinion)
You will require an extract fan of which is 30l/s. Assuming you have on already it is likely to be 15/l/s.
