someone keeps changing someone elses energy supplier

Without going into specifics,
What would be the reason, or the advantage of someone else changing another persons energy supplier?
ie
person A lives in their own house,
but a previous tenant (person B) when it was a rented property, has changed the supply at the house, the bill then comes in the previous tenants name to the house.
And the present occupier just gets an email saying sorry to see you go off their supplier they currently have
what would be the fiddle here?

i think you mean look after my bills,
but its not that,
a previous renter seems to change power supplier to the house she used to live in,
the new owner doesn't know until he gets a sorry your leaving email,
imagine the person that lived in your house before you changing your energy supplier, only the bill comes in her name and not the current occupier
same things happened with the internet provider, bt turned up with a new router,
i cant see what the fiddle is though?

Ring the energy supplier and explain the situation, it could just be a simple cock up on their systems tying customer to a property or a meter to an address/customer.
We had similar when a new neighbor moved in and changed their supply, we started getting letters that our supply was moving as well, and addressed to the previous owner of our house 5 years prior who happed to have their supply with the same company the neighbor was attempting to move their supply to.
Turns out we may have been paying the neighbors bills and vice versa for previous few years....we never did figure it out.
It looks all simple, but in the background there are 2 or 3 companies involved and their databases can differ in tying the bill/meter together.
We had to provide all sorts of proof including photos of our meter in order to get a meter database corrected.

The builder of our house didn't register the meter correctly. We think he used the serial number of the meter from the building we are on the site of. It took two years of phone calls, emails, photos and site visits before it got corrected. Maybe they need ID in the form of a utility bill to take out loans/cards/accounts etc. Have you checked to see who is on the electoral roll for your address? You can do this at the local library (if they are open).

Parents trying to get kids into oversubscribed schools have been known to be sneaky and do all sorts of things and some do so with military precision: A year beforehand asking a family member who lives close to the school to change all utility bills over to their name to make it look like it's their main residence.

I had this, it was near impossible to resolve, turned out someone about 25 miles away (but same postcode area) quoted the wrong meter or customer number (mine) to their new supplier.
"I couldn't" stop the change as I wasn't the customer: It took some robust telephone calls until I found one guy who seemed to relish the challenge to unpick the mess rather than just read off a script. It's been ok since then but for about 18m I got sorry you are leaving us letters!

After some diligent searching, I found a clause in the previous tenancy agreement where the Estate Agent had inserted a clause which gave themselves the authority to change energy suppliers (for a commission, no doubt). Suffice to day, swift action was taken, the bill was never paid and a cease and desist letter was sent to the utilities company (named after the plug which ignites the petrol in your car) who were chasing a debt addressed to "The Landlord". This clause was removed from any further tenancy agreements going forward.

In cases like this can you simply refuse to take up the contract with the new supplier? You haven't signed anything so what right do they have to invoice you for the energy you use?
^ This plus the current occupier has free utilities and the bills should be sent to the person doing the switch if you know where they are. That should get things sorted.On the other hand, energy shouldn't be used after notification the supplier's been changed?
