Gas and electric to fix or not to fix

Just after some advice...
I have been offered a 12 month fix with Octopus, we use 50 kwh a week which is currently £13.50. If i fix this will rise too for £22 a week.
Don't know what we spend on gas a week but we are paying 7.28p per kw but can fix for 15p per kw.
The standing charge for both is the same on the new tariff.
If rates are going up 64% in Oct then another 4% it's cheaper to fix.
When Martin Lewis says rates are going up 64% is this the standing charge/unit rate or both and for gas/electric or both?
