Why can you watch S4C on demand without a licence?

Why can you watch S4C on demand without a licence?
And no need to tell them you don’t need a licence- you don’t tell Sky, Netflix etc you don’t need a subscription do you?
They will write to you threatening to take you to court or send a bloke round to examine your telly but you can ignore these and use the envelopes for shopping lists.
Write to them withdrawing their implied right of access and they won’t send an “inspector” round but you may still get love letters from them.
I haven’t had a licence for over ten years and after I wrote to them withdrawing right of access they’ve left me alone.
