Ugly stained concrete wall - best solution?

We have a section of wall that is, I assume rendered with bare concrete, over time its stained and dis-coloured and its looking a bit of a state.
I don't just want to slap some B&Q sandtex exterior wall paint on it for it to peel or become discoloured again in a few months.
Is there a better option? any specific paints/resins/renders that will stand up to some coastal abuse?
Or would facing stone/cladding be the only real long term option?

That wood railing needs a coat or two of oil on it too...
Easiest method is to paint it. I did a large retaining wall with Sandtex exterior paint and it has lasted well for about 8 years so far. Thoroughly jetwash and scrub the wall first to ensure adhesion of the paint.
Beyond paint, the world is your lobster: clad it in cedar, stonework, brick slips, a trellis with climbing plants...
