You need one of these.

Bottom fill valve. Easy to change, get a reel of PTFE tape when you get it.
Obviously turn the water off to the feed first or if no ball valve then either mains water or water tank.

As said, very easy to fix. If the cistern overflows, it will only overflow into the pan anyway.

You shouldn’t need any ptfe tape if you dig out the existing fibre washer from the pipe connector and replace it with a new one!

Your fill valve looks pristine and brand new. It should be possible to get it working correctly and avoid having to turn off the water then empty the water and get the old valve out and fit a new valve and have the faff of getting a spanner under the cistern and not getting a good watertight seal after 3 tries to tighten up.

If you disassemble the top part and replace any washer and fit back together it might then work OK.

One of these on the water inlet, slow the flow down a bit.

Had a similar problem with a new toilet and this sorted it.

Are you in a hard water area? I would check the top of the valve to see if there's any grit or limescale in there causing an issue. These things are usually fairly robust but a small bit of something can cause havoc or possibly a split membrane... The rest of it is fairly simple and usually problem free.
