What's caused this - And any way to sort it?

It's not paint, and appears to be within the glass itself...

Mr Muscle window cleaner or similar.

I think it's just dirt or residue that's pushed into the corners during cleaning.

That's a good point. Window cleaners were there recently and that does explain the pattern. You can't feel anything on the outside, which is odd.

I imagine it is laminated and the bloom is where moisture has got between the laminated sheets.

Oh, good point.

Those 'failed' panes are in a french window, so could well have had laminated for safety/security. Panes in the regular windows don't have the problem.
