Paint bubbling lots of similar size round bubbles?

Painting sons house he just bought, walls were silk vinyl Sheen , sanded them down and we’re advised by local decorator centre to use vinyl silk again.
Son put first coat on no problem, used a roller. Allowed about 18 hours or so to dry applied second coat and these bubbles came up mainly on bottom half of wall.
Paint was definitely dry no visible contamination.
What are we doing wrong?

Silk is a paint. I sanded the living daylights out of the silk in our old house before washing down and on painting (vinyl Matt) the paint crazed all over the place.
Was recommended zinsser Gardz, fantastic stuff and solved the problem. If you sand out the defects and add a coat of gardz (V think stuff, almost like milk) I'm sure it will solve the issue.

Just had exact thing this week. But only on a certain part of the wall. Sanded them down repainted a few times. Once fully dried there’s still a few but not really noticeable as have shrunk. Was advised about zinsser stuff but by then I’d had enough of repainting and thought I just won’t look closely at that part.
Weird the way it only seems to be certain parts of the wall.
