What is the best remover of cement seepage on porcelain tile

Help please. Any ideas on how to remove this seepage on porcelain tile? I’ve tried kilrock but it’s too weak. Obviously I don’t want to damage the tiles.

I think you need a license to buy the good stuff these days. Not sure if the equivalent available to joe punter is any good.
