And some of it seems to be not making it to the end of that pipe unless the wind is blowing it back?

Its an overflow pipe.

You just need to extend or redirect the pipe and then bleach and scrub the window and cill

Could be the ballcock valve in the water tank has failed, so the excess water is coming out the overflow pipe.

My water tank ballcock valve failed, except the overflow pipe was disconnected and my bathroom ceiling caved in from the resulting water leak!! redface

do the ballcock as suggested and then rent a cherrypicker/tractor and loader/telehandler and get at it with a powerhose

Thanks all
Daughter & her fella are looking at buying their first house, sadly 2 1/2 hours away from me.

The pictures show signs of damp in more than 1 room inside, but that could be for a number of reasons.

Fyi, according to the trace and access guy (from my insurer), it's common for ballcock valve to fail over time, and he advised to changed them as they are dirt cheap anyway. The resulting leak from my failed ballcock was very minor (he made me listen to the large interval between the water drop!), and on a normal day, it wouldn't matter due to the regular use of the shower/toilet/taps etc.. I
However, I went on a 2 weeks holiday so the water tank wasn't getting used, hence the excess was slowly escaping out of the disconnected overflow pipe situated above my bathroom!! The insurer guy told me this was a common occurrence and advised I should switch off the mains water supply whenever I go away on holiday (at worse, if any leaks occur, it would limit damage from just the residual water in the tank).
