Is my silver birch dead

Planted a young birch 2 years ago. Just looked and the branches feel dry. I snapped one off and it's dry as a bone. Another birch planted 5 years ago is bidding and green when a branch is snapped. Do they come back or is this dead?



This was the other healthy tree branch
