Is my silver birch dead

Planted a young birch 2 years ago. Just looked and the branches feel dry. I snapped one off and it's dry as a bone. Another birch planted 5 years ago is bidding and green when a branch is snapped. Do they come back or is this dead?

You'll often get dry branches that have died.

I'd knick the bark on the stem and see if it's green.
