What is my neighbour doing?

I have genuine concerns over this and before I confront him I wanted to gather opinions. I will condense the last 10 years down to a few paragraphs:

Neighbour in adjoined semi house. Never really had any interaction with them, as they are very quiet / private - although they are "hoarders" and the house is a real mess, full of junk and grubby, needs a complete overhaul. The guy in the image is the "son", initially his parents used to live in the house full time in their lounge, both very very old. She dies some years back but the dad (probably mid 90's) remained in his seat in the lounge up until around 3 months ago. I have not seen him at all since and I believe he has died. However it is possible that he is in a home, I don't know. I asked the son about this but he just denies, saying "he's not here at the moment"

During our time here I have spoken to the dad on a few occasions, nice man but a lot of age related health issues. The son however doesn't engage with anyone. He is an out and out liar, he fly tips, cuts corners wherever he can, and to my knowledge has never had a job. He is known amongst the neighbours as the weirdo on the street. For some reason despite the messy house he has 4 cars - two that are never used, a brand new MG which is changed every 6 months and he used to have a van which looked like a mobile dustbin full of rubbish). A random family member turned up around two years ago which we think is the sister, she broke down on one of my neighbours saying the son was fleecing the dad, spending all their money and financially abusing him. They hardly ever have any visitors though so these occasions are very rare.

Around 5 years ago I thought we were being burgled at 02:00 as I heard someone trying to access our back doors from downstairs and called 999. Police turned up very quick and sent the dog through their garden. He was home throughout all of this, however when the police knocked on his door half an hour after turning up, he claimed he had been out and just got back. This wasn't the case as his van had been outside from the start which I noticed. It turns out that he was doing something inside his house which caused the noises I heard - however he lied about all of this to the police and denied even being there. Just really, really odd. I know he goes fishing and hangs about with what looks like some ropey characters - he gets them in to do DIY like fencing, gardening and house jobs. All the work that gets done is a botch job - he cleared his garden out a year or so ago and literally dumped everything behind the fence in adjoining woodland - it is a huge mess out there. I could go on, but...

The concern here is around the erection of sheds and what he is doing in there. The large corner shed in the image was erected 2 years or so ago. I have crept round there when he was out in the past, (with genuine intentions to detect crime) and looked inside. It contains a huge raised paddling pool on a metal frame. It is heated and he keeps thermal covers over it. No fish seen although I didn't fully go in as I am aware that may be a step too far. He has since built the other shed which has no windows. There are people turning up (the same people) that are assisting him with something, he is constantly in and out of that shed with pipes, tools and god knows what. He never goes down in his gown to use it that I have seen. On the weekend the other people rocked up in an old car and went down there whilst he was out. No idea why.

I am wondering what he is up to and whether or not his activities may be nefarious. But I can't find evidence of any crime. There is no point reporting this as there is nothing to report. I am considering confronting him politely but I know he will lie, or ignore me. Then I give the game away that people are suspicious. And people are suspicious, the neighbours have raised concerns over all this.

What do you think is going on and what would be your next move?

How does any of this impact you?

So far he seems like the perfect neighbour - quiet and private. You're the one who's snooping and taking pictures.

He's topped his old man and has buried him under the new shed he's building.

Or

He's hosting swingers parties in the first shed with the pool and business has taken off, so he's building second one,

Sounds like he's keeping fish in the sheds or something judging by the koi pond. I've seen houses like that where they breed them or something in the sheds.

Maybe he's hosting sex parties or other hedonistic pastimes in what is presumably a home made Jacuzzi.

Whatever is going on i'd be keeping as far away from it as possible, if its an illegal activity and one of his merry band of mates sees this pic and the maybe too informative post...well put it this way it's not something i would have posted on a public forum.

You have very limited life experience if you don't know it's illegal to publish an image of the inside of the boundaries of someone's property.

Maybe his old man is dead inside the house and he's using parts of him as fish food.

You should definitely break in and have a look. You know....check everything is ok.

If he s quiet and keeps himself to himself then leave him the fk alone!

As for prowling around his shed for crime prevention purposes then maybe it’s you that is the weirdo neighbour.
