Sparkies - advice pls - foreign wiring OMG!

So the power to the cabinet comes down the pole on the black cable and into the box through the expanding foam.
It is then split into 3 for the 3 houses on the site. I'm perplexed that they aren split properly like with Henley blocks after an 80a fuse each or something and that they have just used insulation tape!!!!
I see some MCB's but I think these are after the splits and are for communal irrigation and lights. Handy socket on the board for EV charging mind ;-)
I see 'Mεζονέτα 2' written in Greek on one cable - that must feed Maisonette 2. I see one other cable going out through the expanding foam but not the third for the third house. I've seen these outside though. Seems to be another door at the back of the cabinet - maybe meters are here? [local survey imminent]
Just what were they thinking? Obvs any fire would be way away from the house but this is ridiculous!
