Does the blade/motor revolve freely?
I have an ancient Alko chipper, I've had to replace the main switch and the motor capacitor. It's now sometimes playing up because the safety switch, which cuts power if the casing is open, doesn't always engage, because the casing is getting past its lose by date.

Update:
Had time to strip this thing today.
By passed each part in turn, level switch, closure switch, on/off switch. Nothing.
Was about to blame the big white cylindrical thing but didn't know how to check that so was about to say "that's that". Reconnected everything up and weeeee, off it went. Must have been a loose or dirty contact somewhere that I've cleared by bouncing the thing around the garage floor. My guess is the closure switch, it must get quite a bit of stuff in it over the years.
Anyway can get chipping again if it ever stops raining. Scotland west coast.
