£3,660 to replace boiler?

I've been quoted £3,660 inc. VAT to replace my combi boiler. This was higher than I expected - is this a normal level these days (I'm in London)?
The quote is to install a Glowworm Easicom 3 28kW boiler (the existing is a Glowworm too, so I'd expect the pipe fittings to match, though I'm told the flue position is different). Actually the guy said the current external flue is not compliant as it doesn't have 300mm clearance below it, so the job includes a longer flue with a couple of elbows. The quote includes a powerflush of the heating system, electrolytic limescale reducer, "mini shock arrester", filling loop and room thermostat. He also said he would register the boiler on Gas Safe and notify Building Control.
The quote is from a small local business with 5-star reviews on Google. The guy who came gave the impression of being very professional.
Incidentally, he's recommending replacing a 30kW boiler with a 28kW one. I queried this and he said we would not notice any difference.

boiler fitting like selling double glazing or mobility scooters has become a total bloody scam, they are all charging double what it costs
i went to around 20 firms all quoted within £100 of each other, so unless you are lucky enough to have a decent indie its get your pants pulled down time

Boxt would probably do it for around 2500, but what price is a local business with 5 star reviews worth over a national if you have a problem next winter?

Knock off the powerflush and it's 2900... knock off a vertial adapter, 2 elbows and 2 extensions and you're at £2700, then remove £100 to core a new hole - 2600, £100 to brick up the existing hole - £2500 which is where I'd expect in London for a budget boiler straight swap with new controls. Surprised you havent been given the option to go up to a glowworm ultimate 30 with a 10 year warranty (rather than the 5 on the easicom)for a few hundred extra.... I paid about £5k to change my conventional boiler to combi in my old (3 bedroom semi) house about 5 years ago.I paid about £3k to change my convention boiler to another conventional boiler at the end of last year.
In my experience you can always get it done cheaper, but my plumber is reliable and does good work. That lack of hassle and peace of mind was worth a few hundred quid.
A few weeks ago I paid £4200 for a new Viessmann storage combi. The boiler itself is about £2300 and the fitting kit isn’t cheap, so I didn’t begrudge £1200 or so for a powerflush and two blokes working solid for a whole day.
Some of the quotes from other places were up around £5200, including Boxt, so it actually felt reasonable.

To me it seems expensive as its a one man one day job. The boiler is about 1k so thats over 2k fitting.

You need to do a 'flush' which can be as simple as a mains flush (even with boxt this is all thats included by default), next step up is a chemical clean with magnaclense approx 3-400 then theres the full blown powerflush £6-800.If you need a powerflush, you probably want a mag filter adding to the quote?
If the system was running clean with an existing mag filter, you probably don't need much flushing.

When I had my old cheap boiler replaced with a Worcester Bosch one, I bought the new boiler online then got a local plumber to install it. For the price British Gas were quoting (Supposedly with a 30% discount as I had a maintenance contract with them) I got the boiler, installed, along with a compete new supply pipe 15 metres long as the old one was too small, a replacement radiator in the lounge, a drain tap as the system didn't have one, and a power flush. Oh and he found the British Gas engineer had installed the Magnaclean the wrong way round so corrected that as well.
