It's difficult access for close ups, this picture was actually taken from next door. Is this paint or render blown? Is it okay for now or should it be attended to before winter?

Render is perished, water has got behind the paint.

You can see the thickness of the edge, that's the paint separated and split.

State of the render isn't going to be obvious without scraping the loose paint, it's quite likely well attached but might be damaged.

Better to fix sooner rather than later but that didn't get like that too recently.

The paint looks heavily textured so it may be a tyrolean finish. The dormer cheek is rendered or cement board fixed and the tyrolean applied on top of it; either way it’s had it, what’s underneath may be sound but they’ve used a galvanised angle bead, not s/s or pvc, which is only going to rust further and cause more problems. It all needs tbh, when is up to you.

Thanks all

Steel angle bead has been used elsewhere on the house too. At some point all the dodgy beads will have to be replaced and the house re-painted but thats a much bigger job for another day.

Is it just paint peeling or render as well?

Yes, that was the OP's question.
