I assume that these are usually just indicating a mortgage?

I have got the title from the LR on a house I am interested in. Seems that in 2007 a charge was placed on by the bank, which I assume was them mortgaing it as until then there had been no charges and they had owned it since 2000.

You can't tell if there was a charge from 2000-2007 on the title - if it was discharged it would come off. That's probably the case; the majority of people with a mortgage will remortgage to get a better deal from time to time.
