Neighbour building a shed...legal?

My neighbour is away this week, though he has some builders in to put up what appears to be a shed. This does not looks like a B&Q humble job though!

What are the rules and regs surrounding such structures please?

would most likely be classed as a temporary building, hence planning not needed.
