You can buy a fan speed controller.
It works like a dimmer (don't use a lights dimmer as a raging fire is also hard to sleep next to!) so you'll wire it in to the mains supply lead (you may have to use an additional box to contain it as they are designed for wall mount operation normally) et voila controllable fan!

try here, there are many. You'll need to know the power consumption of your fan.
Submerse it in water, the water has a higher viscosity than air and thus the blades will slow down. Make sure its plugged in first and you have a good grip on the metal frame.

Wacking a great big resistor will slow it down or try a variable one so you can alter its speed that way (I think).

If you use cold water it will increase the "cooling" effect, bit like ghetto air-con!HTH

@ almost £59 it's expensive for a fan, but believe me it is the best pedestal fan I have ever owned, and I have owned a few. I get hot a lot.

If you think a fan is loud, don't get a freestanding a/c unit! Get a plumbed in one, a lot more expensive though...Or I just go nuts and get an a/c unit.
